CASE STUDY: MARYLAND SCHOOLS
An innovative solution for the development and long-term maintenance of a Maryland County’s schools
The County has a critical need for new and modernized schools for its growing, changing community.
More than half of the County’s public school inventory is over 40 years old. The vast majority is at or near the end of its useful lifecycle and in need of significant repair and renovation. There's also acute overcrowding, a 2,000-seat deficit for middle schools and a forecast 3,000 additional students.
EllisDon and its partners signed an Exclusive Negotiating Agreement that led to a DBFM Project Agreement with Prince George’s County.
Under the agreement, the partners sourced competitive private finance to deliver six elementary schools and two K-8 schools. We broke ground on the first project in October, 2024. It will be operational in 2026, with the remainder delivered in 2028 and 2029. EllisDon will be a Co-Developer, an Investor, and will provide Facilities Services for a 30-year concession period to maintain the schools on behalf of the County.
The Prince George’s County community will benefit from new and expanded facilities. The modernization will offer students dynamic and transformation learning environments. And the Developer will provide for minority and community equity investment, workforce development, mentor-protégé programs, apprenticeship programs, and other Minority Business Enterprise and Community-Based Business opportunities.
EllisDon Facilities Services brings market-leading facilities management experience from a portfolio of more than 10 operational P3 projects across North America. By providing fixed-price, long-term maintenance and lifecycle services, we will ensure that the new schools are in excellent condition throughout the 30-year concession.
